Only an approved authorizer who promotes, annually reviews, and regularly evaluates school performance may authorize charter schools. Authorizers hold charter schools accountable for their performance following statutes, administrative rules, and each school’s unique charter agreement. The Utah State Charter School Board (SCSB) upholds stringent standards of authorization and oversight to ensure that charter schools use public funds as intended. By maintaining high standards, SCSB ensures the long-term viability of schools and mitigates potential underperformance using the Charter School Accountability Framework (CSAF).
As part of the CSAF, the Academic Framework is one of the three key indicators, alongside financial and operational, that form the foundation of SCSB's oversight process.
Charter schools have the flexibility to choose from three distinct academic pathways that best align with their unique educational goals and philosphies. This empowers charter schools to participate in shaping their evaluation process.
ACADEMIC FRAMEWORK REPORTS

To evaluate school academic performance, Academic Pathways 1 and 2 use percentile rankings derived from the USBE's Utah School Report Cards. These reports provide standardized school performance indicators, including Achievement and Growth, ensuring consistent accountability across all Utah schools. While recognizing the unique characteristics of each school, the indicators allow for fair comparisons.
